Today is Maha Astami of DurgaPuja  2010.

This is the time that proffessionls be allowed to take the responsibility for doing good work for thecommon people and be held responsible for doing bad work.

Late Dr. Bidhan Chandra Roy the former Chief Minister ofWest Bengal was Himself a genius and was a doctor.Doctors like we Engineers have in their syllabus planning administration etc.

Dr. Roy becoming the Chief Minister he could convince the Planning Commission and  Bengal got Salt Lake, Klyani, Durgapur.These are all decentralized planning and at that time Kolkata the capital of West Bengal as aresult did not become over populated.

Dr. Roy being a professional knew excees over burdening the capital is not a scientific process.

Dr.Roy diverted the centre of attraction to different places like Salt Lake,Klyani,Durgapur and hence at that there was no overburdening of Kolkata.

This tendency was not maintained later on by other Chief Ministers and there was a rush for making Kolkata centre of all activity and we see people settling in and around Kolkata making the place asuper-dense populated place making life dangerous.

I said earlier that KarlMarx has said that it cannot be said to History that Sir forgive me we have made amistake. Knowingly or unknowingly if a mistake is created against History the incumbent has to suffer.We have made a mistake in centralizing the power in Kolkata and hence we see people all over West Bengal,like Gorkhas,Kamtapuris etc. asking for more power.

Engineers played apart in encouraging these sentiments.

I am aout spoken person and I speak for the welfare of the common people the result is that I have been four times transferred to North Bengal in my service tenure.This is arecord.Engineer-in-Chief should look into the matter and to put the record straight should place me in a good position in Kolkata.

Now I will tell what the engineers did to encourage this divisive forces in West Bengal. I said I was four times transferred to north Bengal. The idea started in the year 1999.

The engineers of north Bengal of PWD started canvassing for a separate Chief Engineer for north Bengal with head quartersat Jalpaiguri at north Bengal.

I remarked at that time that we engineers are the cream and intellectuals of the society and if engineers speak of division of West Bengal viz- a-viz PWD then other lower educated people will follow the same idea.

I was not listened to by the engineering society and it was seen most of the engineers either stayed their maximum tenure in north Bengal or south Bengal.It was seen only when the particular engineer to stay in the other part of Bengal for his [personal reason like education of child or family problems he took transfer tro the other side of Bengal.I who is out spoken have been four times been transferred to north bengal.

This virus of coming nearer to the centre of power has been spread to the lower ranks of the common people of West Bengal and hence we find claims for GorkhaLand,Kamtapuri etc.

I wrote before that intelligent people must be allowed to move upwards toppling the seniority but that was not adhered to in PWD and we find Mr.N.Dhar,Mr.B.Roy coming in power and government taking awrong policy.

I said before that Karl Marx if awrong is done against History it can only be rectified by self analysis and reversing the wrong process.We still find hospitals industrial hub all in EMByPass and New Town making Kolkata an unbearable place to live and whereas the north bengal is hankering for more power which cannot be given.

Time for give space to intelligent engineers at the top instead of getting me transferred to odd places for writing for the people.

Today’s episode

I am writing in this episode that two years ago I use to write in postcards different problems of day to day engineering problems that use to come out in the newspapers and suggest remedies to Mr.Banibrata Roy ex-Scretary-General FAETO. Faeto is a all India organization of goverent engineers. Mr.Roy got irritated and told me that it is not his job to look after remedies of engineering problems.It also to be mentioned that in 1982 when I joined public works department I told Faeto leaders that it is the duty of the government engineers especially the government engineering organizations to advice the government what engineering work will be good for the common people.I was told by the leaders that the engineering association is only forwards it’s activity to the improvement of pay structures and other allied matters of the engineers and they also told that if the engineers try to advice the government then it will be told that engineers are doing politics.

Mr.Roy is now Chief Engineer (Special Projects).Six months ago I began to write to all Chief Engineers of public works directorate the different problems that use to come in the newspapers and their remedies.I was warned not to write this kind of letters.

I am trying this time to spread my ideas more broadly.

I have always tried to deal with the problems of common people and how a government officer should deal with it.

I have known contracters from childhood. My three maternal uncles were contracters. I have seen in P.W.D. system most of the contractors start their life traveling in buses and end their life with two houses and two cars. I am pointing out that if the contractors can earn so much money then the mazdoors who work under the contractor why they will be born half fed and die half fed.Contractors are getting government money and it is the duty of the government engineers who write cheues to contractors to see that the mazdoors get a sum so that their families are well fed and have a good future.I spoke to engineers about this matter and each one said they are not interested.

I was in a P.W.D. office which use do rate analysis of items in tender schedule. Labour rate that use to be taken in the analysis was added to the item rate. I pointed out that if labour rate is considered in analysis then why will not the engineers enforce that mazdoors get their due share of profit namely wages when this engineers write cheues to contractors Engineers are Indian citizen and by the Constitution everyone should be fed and given agood living in India.Engineers have a part to play. Recently I went to the same office as Iwas transferred for saying all this and the executive engineer Mr. Hazra told me that this time in rate analysis they have increased the wages of the mazdoors.I said unless the site engineers look after the wages of mazdoors and supervise that contractors pay reasonable wages to the mazdoors the contractors will take away the extra wages.

I will say another point.

It is seen in item rate contract when a tender is floated and contractors drops tenders I have seen that 30% less tender is quoted and being the lowest the contractor got the workorder.The work was completed before I joinded this office. I had to pay the cheque.The uestion is as per rate analysis say the work is Rs.10/. 30%less being tender value the actual rate is Rs7/.

Engineers who did rate analysis at the office by going through documents and analyzing the different rates supply rates and other ingradients found the item rate to be Rs10/. The tender schedule book was prepared at Kolkata.

The engineers at site after completion of work write that work has been done as per tender specification. Work at tender specification was done at Rs7/.

The engineers will have to take a decision which is correct. Two rates cannot be correct at the same time.

The fllacy will be presented to the Chief Engineer.

This episode starts with how we can relate the Puranic Sarodutsab with normal day life.

It is said that Devi Durga was given different powers and weapons by different God and Goddeses so that she could fight and win over the Asuras.Devi Durga had better intilegence than all other Devta and Devi together and hence she was created and she used the powers and weapons of other Devtas and Devis which were their patent much more cleverly than the original patent holders and hence Asuras could be destroyed and peace prevailed in the world.

Puranas also explains the mystic scienceof child birth and gradual changing to agood person or bad person.

We know from Medical Science that a baby”s womb is formed in the abdomen of mother.The womb or foetus is directly connected with the brain of the mother.This means  all that the mother sees, thinks, does all goes in the

making of of a   the mother’s womb mainly the brain of  a child.

Today’s world is going from bad to worse.This can beexplained from the Puranas.It is said in Kali kal situation will go from bad to worse until a Bhagwan will come to this world like Sri Krishna and by creating a Dharma Yudha will eliminate all bad elements and Styayug will prevail.

We see from Christanity Son of God Jesus Christ was sent to this world to make this world sinless.

Muslim religion denotes that Prophet Mohamhad took the task of rescuing the mankind.

Example are there of Abraham Lincoln going against the division of America and we find a superpower America.

We have Validimir Ilich Leninand Stalin who by going against the backward Tsarist regime made U.S.S.R.a superpower.

We have Mao-Tse-Tung leading China ina successful war against reactionary regime and making China asuperpower

Indira Gandhi led India also led India to a powerful position for sometime.

Dialectics of Materials shows when two force act against each other the resultant goes towards the greater force. Parellogram of forces show the resultant turning towards the greater force.

The inference drawn from these examples is that when ever an intelligent person leads a country the country becomes powerful.

I will give example.

Promotion policy of private firms in India shows a tendency to promote intelligent persons and give them rewards.Government firms seniority is the promotion policy.and who is less intelligent is given promotion over a intelligent person and hence in government work we see private consultancy firms doing government work because less intelligent persons who are at the top of government offices does not understand work. Intelligent persons in private firms are no use to common people because these intelligent persons in a capitalist country like India only increase their personal wealth.

Indians should vigorously do self-analysis and let intelligent persons come to the forefront or else the infighting between Indians will not stop.

I had said earlier that our countrymen do not have a nationalistic feeling. I will give examples.

I am an. engineer in Public Works Department (West Bengal)

Iwill show how if there was dedication among ourselves we can successfully do many good work.  

An engineer named Mr. Nilmoni Dhar who recently retired from extention service and was once the topmost leader of our engineering association did that for his own interest.

We government engineers are demanding same salary as the I.A.S. officers and the same power.

Wewent for strike for this reason twice and in the last time we almost achieved our demand but for the betrayal of the leaders like Mr. N. Dhar and others the strike was called off and still we do not have eual status as I.A.S. officers.N. Dhar and others obtained prized postings and Mr.Dhar did government service ten years also after retirement.

Mr.Dhar was the topmost leader of the govrnment engineers and hence he lnew

many doctors of the government service  through agitational proggame

He wanted to keep the government engineers under his control so that the engineers should listen to him.He took a nice process.

Doctors being known to him he requested the government doctors to treat engineers who were known to him in government hospitals. The government engineers get free treatment in government hospitals.Engineers in government service in West Bengal gradually became his followers. Mr. N.Dhar by his connection with the government doctors provided his engineer followers traetmrnt in good government hospitals by top most government doctors free of cost though engineers have a good salary.

Mr. Dhar also recived good government salary and he was not paid to do this service to the engineers. He did this so that engineers should listen to him and as a result we see the agitation of the engineers was broken and he became Managing Director of Mackintosh Burn, a govt firm for more than ten years.

My point is if Mr.Dhar and other engineers could do this very sophisticated treatment free of cost for engineers then why he cannot do this for the common people

Iam pointing out there is no dedication among Indians and we do all work in our self interest and hence Mr.Dhar did all this good work so that he knew by this method he will be M.D.He showed by example that good treatment can be had from government hospitals for engineers and I want to say Government should force Mr.Dhar and other engineers of his kind to use their contact with doctors to look after the common patients of government hospitals.

This process will enable the doctors to work properly with all other government staff and poor patients will be treated properly.

I said before since Independendence our dedication is lacking and this comes from the teaching of father and mother.

I could understand all this from my Mother LateUrmila Saha and Iworship her in every Saratkal.

The countries which have been successful have one common character that is high feelings towards each other.

The example are U.S.A.; U.S.S.R.; China; .

Abraham Lincoln who went for a war to stop the division of the country and as he won the war that generated the team spirit among the Americans and America became a powerful country.

Vladimir Ilich Lenin went for a war with Tasirist regime and won and we found astrong Russia.

Mao Tse Tung went for a war with Chiang Kai Shek and won and we found a strong China.

A dedicated spirit were generated among the country people and the countries became the leading countries of the world. This can be seen from the fact that the poverty line of the countries were diminished.

India obtained their freedom by non-violent means and no war took place and hence after the war no dedicated sprit was found among the country people.

India is nowdays spoken as agiant country  so that the money that the middle class has collected by law and unlawfull means goes to the hands of the foreigners. The poorer are getting more poorer because there is none to think about them and Indians are not dedicated towards the country.

I am an engineer and aman of science hence Ido not say or write until Iget any proof.

I live in a small housing society where aco-operative has been formed by the government and election takes place every year. Election process conssits of candidates are chosen among the flat members by secret ballot among the flat members though sometimes the secret election does not remain secret. Sometimes it is seen that there is  a  understanding between the candidates and they get elected and the voters are cheated.

Engineering says there is two ways in solving any problem.

1)Part to whole. 2)whole to part.

1)means you start from the centre part of the problem and by solving by parts you ultimately solve the full problem.

2)means you start to solve the problem from outside and by solving the whole system from the perimeter you move towards the centre gradually until the full problem is solved.

Our co-operative, Niravra housing co-operative society ltd can be taken in the process 1).  

We are a part of the whole problem that is India.

We do not have any friendly feelings amongst us as Isaid the most of the Indians do not have any feelings towards their country.

The election are held to show to the whole world that we are democratic.Lack of dedication to the country makes the elected people only multiplying their own wealth and a few samples to their own party.Resultant reaction is that the people who work for the government or people who work in private firms has no responsibility and gather massive wealth which is unaccountable.The elected people are not willing to stop this plundering.The only sufferer is the poor people who are harassed by this ill equipped democratic system.

Now Iwill point out example from my co-operative.

There is always few common people who are eager to get elected as we see in the ill euipped democratic system political parties going for election and sending their candidates to different forums.This people once elected they get administrative and special powers. This the reason they want to get elected.The people elected to our co-operative form the Board of directors.Now the power of the elected board members starts.The board members depute special time to meet the flat owners. The flat owners could talk to them openly and discuss problems of the flat at any time when they were not elected. Once they are elected they assume special powers and the common flat owners have to restrict their discussion with the elected members.The question is by election a system is being created where the common flat owners problemsget limited attention.This should not have happened if we had brotherly feelings towards each other.We have a mistaken identity from Independence.

Now if welook towards India.Election comes and we see the political parties shouting their agenda. Election over the elected representatives have less time for common people.

The mistake that our forefathers did in not choosing Netaji Subhas Chandra Bose is looming large over our heads.

Indians must do self analysis.

the inspiration to start the Durga Puja came from Late Mrs. Urmila Saha, B.A.(Hons) my mother and Late Dr.Brojo Gobindo Saha, M.B.B.S, M.S.(Cal).

the inspiration of mother & father to remain honest, fight against wrongdoings which they have done all through their life when my mother & father were both living.

my late mother's name Mrs. Urmila Saha & Urmila is a re-incarnation of Goddess Durga

she taught me to fight against the wrongdoings by setting example herself.she did not preach to me to do good work but by example by doing good work she prophesised what shouldbe my direction of thinking.

I will in these soveniour intermingle history , science, religion, politics, and the common nature of all living creature and how they are forced to follow the wrong path.

I will in this episode relate my view point starting from Independence India and with that current malice.

I have noted before Independence in mainstream politics in India there was two school of thoughts.

One idea of bapuji Mahatma Gandhi

He preached non-violence and it said the English were driven out of India by non-violent method.

The other thought was of netaji Subhash Chandra Bose His thought was that the English be driven away from India by force and all assets captured.

I will say of what Bapuji preached as Ram Rajya of independent India in that L ord Ram had himself fought against Ravana to rescue his wife Devi Sita. Here also non-violence was discarded

Mahabharata also shows  Lord Krishna who at first tried non-violence with Durdhojona but failing inspired pandavas to wage with the Kauravas. and when Arjuna refused to kill hisenemy relatives He guided Arjuna to fight and win the war.

It is seen in the Crusade the Christians and the muslims fought against each other to weed out bad people.

It is also stated in the Mahabharata that in old age when the pandavas p..oceeded through the Himalayas to heaven only the dog representing Dharma could only reach heaven. Pandavas all of them had made some sin and hence could not reach Heaven but through saturn’s den.

Scientifically speaking there are two types of chemical reaction exists in this world. One is Endothermic reaction where no heat is evolved and another is Exothermic reaction where heat is evolved.The heat so evolved destroys all the bad elements in the reaction process and anew element with all the good qualities evolve.Absence of heat in a reaction results that the bad elements are put to sleep and though anew element emerges the bad elements after a space of time attack the new element and the good powers of the new element is destroyed.

India has obtained Independence by endothermic method that is by non-violent method as per direction of Bapuji and now we find about 100 people from the government side and also from the non-government side being killed because in the middle there are bad elements which were not destroyed due to non-vilence agitation at the time of independence.

N etaji Subhas spoke of exothermic reaction todestroy the bad elements which our ancestors did not take part and hence after so many years after Independence people are dissatisfied resulting in violence throughout India.

Karl Marx sahib spoke one cannot tell History Sir please forgive me Ihave made a mistake.Knowingly or unknowingly if one commits mistake he will suffer. We are suffering because our ancestors did not choose Netaji Subhas Ch. Bose’s path.

There is so many asuras which are multiplying and there is no one left to pray for the good force of devi Durga to come to this  world and save the common people from the asuras. The so called disciples of devi Durga have made her a clay model with their asaurian character and hence the Divine good force is absent.

My Mother the re-incarnation of devi Durga could not live long because the asuras did not allow her to live long or else the power of the asuras would have become very much less. The batchmates of my college days have all become rich and they say this is the logical solution in becoming a engineer then why with the same qualification I am striving for a just cause.The difference lies between the education that was given to me by my M other Late Mrs.Urmila Saha. She did not follow the path of compromise and teached me to fight for just cause.
